don't want to sound negative, haven't we always read and been told to keep the soil free from anything, such as leaves, sticks or any debris? it will attract bugs and make shelter for them. And honestly I haven't seen anyone throw mulch over the soil, for a cannabis garden. most folks growing outdoor are going to be starting before the days are too hot anyway. I say just use the shade cover. I'm a cali resident too.
