Remember it well. September 1970. This was the fire in which Spahn Ranch, the "home" of Charles Manson burned down. The worst one in LA that I can remember except the 1993 Old Topanga / Malibu fire. I remember seeing Coast Guard boats off the beach in Malibu waiting to evacuate people trapped on Pacific Coast Highway.

This is a real trip down memory lane. The fire season of 1970 was the catalyst for the development of the "Incident Command System." It was stated that a "well oiled machine" was a work here, but in fact, the problems with mutual aid were huge. The Incident Command System (ICS) was developed by the U.S. Forest Service as lead, along with the California Department of Forestry, the California Office of Emergency Services, the fire departments of counties of Santa Barbara, Ventura, Los Angeles and the Los Angeles Fire Department. The ICS is now the nationwide standard for all emergency service agencies.
