The Green gem is that you are using that ability, the fill bar with 3 stars is that you have learn it, the red gem is that it is an attack ability instead of a passive ability like the green gems or the gray with green in the center have that are passive abilities not being in use.

To be honest, the load times are at their longest in Final Fantasy IX but it really is pushing the PS1 to its limit. To think this all works on 2MB of RAM and 1MB of VRAM. Would love to see what a Final Fantasy IX remake is like but I can wait. Let's see how VII remake does...

The arena-pan thing from 8 was also part of the loading time, so it's just the fact that it takes longer to load overall. Sometimes the game will get hung up on the panning shot for quite some time on disc. The Soul Calibur games do the same thing.
