Transplanting a pepper seedling by holding the whole plant by a leaf and digging the roots out with a flat tool bare rooting it in the process is a great way to stress and set back a seedling. Using a spoon instead one can twirl out a nice soil plug around the seedling leaving roots undisturbed. Then use the spoon to lower the plug into the hole in the soil in the new pot, tamping the soil down around it. I've tested both methods and the first can set back a seedling days to weeks and rarely permanently. With the second method seedlings don't seem to even notice they've been transplanted and keep on growing without a pause. The seedlings I did this season with a spoon have grown much more than those I transplanted with a flat blade despite the spoon transplants having germinated weeks later.
