The Nairobi Conference of the World Trade Organization was recently concluded. Though the Nairobi Package was lauded as a “historic agreement”, there has been mixed reactions about the final outcome, especially from the developing nations. Here are my answers below.
D.A. 1- Discuss the recent developments in WTO negotiations over the last decade. What are the pros and cons of adopting a more flexible stance than the single undertaking concept of DDA?
Ans- Following are the recent developments that the last decade of WTO negotiations saw-
It was in the Doha Round that members committed to negotiate on
- opening up of agricultural and manufacturing markets
- trade in services (GATS)
- expansion of intellectual property rights regulation
It was in this conference that the 'Doha Developmental Agenda' came into being that still remains to be a bone of contention between the developed and the developing world. The idea of 'Single Undertaking' was conceptualised according to which virtually every item of the negotiation was said to be a part of a whole and indivisible package and no item could be agreed upon separately.
The ministerial also saw the conception of 'Special and Differential Treatment' in trade according to whether a country was developed or developing, and
'Sustainable Development' that asserted not to conduct trade blatantly disregarding environmental aspects.
Developments happened with respect to the 'Agreemnet on Agriculture' primarily on AMS (Aggregate measure of support) with the objective of reducing AMS and domestic support to the tune of 5% and 10% of total agricultural output for developed and developing countries respectively.
'Trade Facilitation Agreement' which was included into the agenda of the Doha Round of multilateral trade negotiations in 2001 also was an important development. It aimed at making trade easier and free from hassles by making the process objective and transparent. It revolved around
-expediting the movement, release and clearance of goods,
-improving cooperation between customs and other a uthorities and
-enhancing technical assistance to other countries
There has been coherence in the voice of the developed nations in pushing TFA forward ever since albeit a majority of developing country members only rallied behind the negotiations against commitments that the implementation of the Agreement would take into account their resources constraints and specific needs.
However, issues important from the perspective of the developing world has by and large remained unaddressed, such as food stockholding for food security, SSM etc.
Pros and cons of letting go the concept of single undertaking of DDA:
Letting go of the concept of single undertaking allows for more flexibility in the implementation of goals as constituted under the DDA. However, the same can also act against the interests of the developing nations in a world inclined more in favour of the developed nations. The same has been testified time and again where the developed nations constantly strive to push forward their own interests whereas those of the developing nations are either given lesser importance or ignored altogether, e.g. no permanent solution to the issue of public stockholding and SSM has been arrived at yet in the recently concluded Nairobi conference, which are issues essential to be addressed from the developing world's point of view -
