The forest covered landscape in the Chittagong Hill Tracts of Bangladesh has now changed into a blend of landscape comprising forest, shrub-land, jhum (typical way of agriculture farming by the hill dwellers) and sedentary agriculture, with different types of cropping systems. During Pakistan regime, non-indigenous population in the Chittagong Hill Tracts (CHT) would not exceed 7%, but at present, they are around 50%. The jhumias (jhum cultivators) are functionally landless citizens of the state even though traditionally they have been living on their ancestral lands from time immemorial. They cannot be insensibly forced out of their ancestral lands on the plea that jhum cultivation negatively affects hills. It is long due for the state to establish the land rights of the indigenous people with all required state resources and effort.
